Project & Applications

What applications are being proposed?
Hillstone Aggregates has submitted applications to update its Master Site Development Plan (MSDP) and Land Use Redesignation to support future aggregate extraction in Phases 4 and 5. The applications are currently under review by Rocky View County.

 

Why is Hillstone proposing Phases 4 and 5?
As existing extraction areas are completed, future phases are required to allow operations to continue. The applications would permit extraction to continue within Phases 4 and 5 in accordance with Rocky View County's planning and approval process.


Why is Phase 6 no longer included?
During the public engagement process, Hillstone heard concerns about including Phase 6 as part of the current applications. As a result, the decision was made to pause Phase 6. A separate application may be considered in the future.


What stage is the application currently in?
The applications have been submitted to Rocky View County and are currently under review. As part of the review process, the County will evaluate the applications alongside supporting technical studies and public engagement findings before determining the next steps.


Will these applications increase gravel truck traffic?
No. The applications allow extraction to continue into future phases after the existing phases have been exhausted. They do not increase the maximum active extraction area or production rates permitted by Rocky View County. As a result, an increase in gravel truck traffic is not anticipated.


How is dust controlled?
Hillstone uses several measures to minimize dust, including regular watering of haul roads, reduced speed limits and vegetation management. Calcium chloride may be applied by a contractor when additional dust suppression is required, although water is typically sufficient. Dust control measures are implemented as needed to maintain compliance with Rocky View County requirements.


What happens during high winds?

Operations may be suspended when weather forecasts, visible dust and on-site monitoring indicate that conditions warrant a shutdown. This helps minimize dust during adverse weather conditions.


How is air quality monitored?
Air quality monitoring is conducted in accordance with Rocky View County's Aggregate Development Performance Standards. Monitoring includes PM25, PM10 and total suspended particulates (TSP). Monitoring data is reviewed regularly to help ensure compliance with applicable requirements.

What happens if air quality standards are exceeded?
Monitoring data is reviewed daily. If an exceedance is identified and determined to be related to on-site operations, mitigation measures are implemented promptly to reduce emissions. Where appropriate, the results are communicated to the individual who raised the concern.

 

Is groundwater monitored?
Yes. Seven groundwater monitoring wells are located throughout the site and are measured monthly. Additional groundwater quality monitoring will be undertaken in accordance with Rocky View County's Aggregate Development Performance Standards.

 

What will the site look like after reclamation?
Following extraction, the site will be reclaimed with a combination of grassland and pasture. The reclaimed landscape will include gently sloped areas designed in accordance with the approved reclamation plan.


Will the berms remain?
Yes. Berms along the site perimeter will remain following reclamation and will continue to provide visual screening. Berms will also be maintained in accordance with the site's Weed Management Plan.


Where can I find the Engagement Summary Report?
The Engagement Summary Report provides an overview of the public engagement program, including key feedback themes and responses to questions raised during the engagement process. It can be downloaded from the Engage page.

Do you deliver? 

Yes, we have a fully integrated logistics team ready to assist with your delivery needs.

Are your materials compliant with City and Alberta Transportation specifications?

Yes, all of our products meet or exceed City of Calgary and Alberta Transportation specifications.

How can I get a quote for my project?

Do you deliver to private properties, such as residential homes?

Yes, we deliver to private properties. However, please note that materials will be dumped in a pile—we do not offer landscaping bags. As a construction gravel pit, we are not equipped for residential landscaping deliveries.

Do you sell washed rock?

No. Because we do not hold water rights for our pit, we only offer screened materials. Our products are intended for construction and are not meant for decorative landscaping.

Can I pick up material using my own dump trailer?

Yes, provided your trailer has adequate sidewalls and a tailgate, and the load can be properly tarped. Hillstone Aggregates reserves the right to refuse service if safety requirements are not met.

Please note: We load using 6-tonne buckets and are not a landscape supply center. All trailer loadings are done at your own risk, and Hillstone Aggregates is not liable for any vehicle or equipment damage.

Do I have to tare in on every load?

If you are making multiple trips in a single day, you only need to tare in once for that day.

Are you open on Sundays or Statutory Holidays?

No, we are not permitted to operate on Sundays or Statutory Holidays.

What are your hours of operation?

  • Winter Hours (Nov – Apr): Mon – Fri: 8:00 AM – 4:00 PM

  • Summer Hours (May – Oct): Mon – Fri: 7:00 AM – 5:00 PM | Sat: 7:00 AM – 12:00 PM (Saturday hours subject to change per Rocky View County requirements)
